Stages of Development

The WLFD is an international non-governmental organization dedicated to the aim of uniting the freedom-and-democracy-loving peoples of the entire globe without distinction as to race, nationality, location, occupation, religion, party or sex, in a joint endeavor to pursue freedom and democracy for all mankind and to preserve world peace.

The WLFD is descended from the Asian Pacific Anti-Communist League (APACL), which was established in 1954 under the joint sponsorship of the President Chiang Kai-shek of the Republic of China, President Syngman Rhee of the Republic of Korea and President Elpidio Quirino of the Republic of the Philippines. At that moment it was only an organization of the Asia Pacific region. For its lofty ideals and far-reaching purpose, it was widely acclaimed by people around the world, and the organization continually expanded in scope until it became a full-scale international organization in 1967. Dr. Ku Cheng-Kang was elected the honorary Chairman.

In 1990, by a resolution adopted at its 22nd Annual Conference, this organization was renamed as “World League for Freedom and Democracy”(WLFD). In 1991, at the 23rd Conference of the League, a resolution was passed for the revision of the Charter of the League. The revised Charter provides the organization with the establishment of the WLFD under the leadership of a President. The Presidency, elected by the executive committee of the League, has a four-year term and may be re-elected. The incumbent President is Mr. Yao Eng-chi.

The WLFD Secretariat is a standing section of the League. The League Secretary General, in charge of the WLFD administration affairs and the communication and coordination among member units, is nominated by the President, elected by the executive committee, and affirmed by reporting to the Conference. It also has a 4-year term, and may be re-elected again.

The WLFD now has members from more than 100 hundred countries, international organizations and associate members. Her member units amount to 139 now.
