Dear Colleagues,

The beginning of the year of 2013 opened a new chapter in the Asia and World development with the appearing of new leadership in China, Japan and south Korea on the international stage. While our world is

changing, the year of 2013 is also a testing time for the APLFD as this is the fifty-ninth year of the birth of this League which was founded in 1954 in south Korea. Thus your support and advice are needed as the APLFD is slowly but surely moving onto its sixtieth year next year in 2014.

In the meantime, we take pleasure in sending you the updated news concerned with our League affairs as follows:

1.The 59th APLFD Conference Held in Taipei

The 59th APLFD Conference was held at the Grand Hotel in Taipei, Taiwan on January 22 to 26, 2013. Of our 18 member chapters, 10 Chapters attended the meeting. They were : Australia, Guam, India,

Japan,south Korea, Malaysia,the Philippines, Singapore, ROC(Taiwan) and Vietnam. The meeting was held jointly with the 2013 World Freedom Day Celebration and the 2013 WLFD annual conference.

An Executive Committee meeting was held on January 22. At the meeting Mr.Yao Eng-chi, Chairman of the ROC Chapter, host of the event, was elected as the Council Chairman for the year of 2013.

During the event, the APLFD delegates, along with other guests, were received by President Ma Ying-jeou of the ROC (Taiwan). They were also honoured with a welcome reception hosted by the Minister of Foreign Affairs of the ROC (Taiwan), Mr. David Y.L. Lin; and a farewell dinner hosted by the Speaker of the Congress, Mr. Wang Jin-pyng. A cultural tour was arranged for the delegates before their departure on January 26.

2. Congratulations to our Palau Friends

On January 17, 2013, a new Palau was born when its new President, Mr. Tommy E. Remengesau Jr.,and its Delegates of the new Congress swore-in to serve the country and people with their heart and soul.

In the new Palau Congress, Mr. Lucio Ngiraiwet, a Board Director of the APLFD Palau Chapter, was elected as the new Chairman of the Committee on Foreign Relations and States Affairs. Also, another member of our Palau Chapter, Mr. Yutaka Gibbons, was elected as the Chairman of the Committee on Education and Youth Affairs.

To celebrate the new day of Palau, Mr. Flavian Carlos, Chairman of the APLFD Palau Chapter, invited his friends from Guam, Taiwan and Vietnam to form an Asia Pacific good-will group to visit Palau on the occasion to extend a friendly congratulations from afar. Under the arrangement of our Palau friends, the Asia Pacific good-will group had attended the Presidential inauguration ceremony and reception,

and were received by President Remengesau Jr., and met with the Speaker of the Congress, Mr. Sabino Anastacio.

Our Palau Chapter Chairman, Mr. Flavian Carlos, was a former Chairman of the Foreign Relations Committee in the Congress. He is an old friend of those national leaders of today’s Palau.

3.Truong Quang Si Named Palau Congressional Advisor

From Palau, we have the good news that Mr. Truong Quang Si, Chairman of the APLFD Vietnam Chapter, was appointed as the new Advisor to the Committee on Foreign Relations of the Palau Congress. Before his new assignment, Mr. Truong Quang Si was an Advisor to the Committee on Maritime and Fisheries of the Palau Congress in the last four years. Through his efforts, the private sector contacts and interchanges between the people of Vietnam and Palau has been strengthen in recent years.
